DTCID’s Connected Dutchtown Initiative is delivered with support from the Neighborhood Innovation Center. It supports residents and merchants to build a safer community through shared resources, advanced technology, and collective action. The initiative is volunteer-driven, rooted in community partnerships, and designed to strengthen place and people-based connections.
Connected Dutchtown is a community-controlled safety initiative, meaning that safety tools exist to serve the neighborhood—not the other way around. It is designed to help residents and small businesses who often lack access to safety tools and timely follow-through. Program decisions are made locally, rules are set publicly, and residents and businesses have avenues for oversight, feedback, and change.

Dutchtown CID Update: Flock Camera Program
March 2026After community conversations and Board review, the Dutchtown CID has begun the process of ending its contract with Flock Safety and will seek recovery of funds for unused services.The program operated under stringent DTCID oversight and was intended to support neighborhood public safety. However, growing national concerns about this technology has affected community confidence in the overall Flock Safety system.During the entire time ALPR cameras were active in Dutchtown, there were no reported data breaches and no known data sharing beyond local use.Because maintaining public trust is essential to our work, the DTCID Board determined that continuing the contract is no longer the right path.This decision does not mean stepping away from neighborhood safety efforts. Through the Connected Dutchtown program and Community Safety Advisory Committee, DTCID remains committed to exploring approaches that strengthen safety while maintaining transparency and community trust.More updates will be shared as this process moves forward.

Our Volunteer Safety Task Force helps keep our community safety programs organized, transparent, and responsive. This includes supporting meetings, documentation, and communication — not enforcement or monitoring.2026 projects include a crosswalk audit, advisory support for our Community Camera Network, participation in the Circuit Attorney’s Neighborhood Collaborative, and helping to address neighborhood priorities such as illegal dumping and vacanct building safety.

People Connectivity brings together various groups to enhance safety through engagement and collaboration. This includes:

Engagement: Monthly meetups and an annual summit for community interaction.
Learning: Forums for safety education and idea sharing.
Innovation: Supports trying new solutions for safety issues.
Main Team: Made up of volunteers and a part-time Incident Response Coordinator.
Role: Helps monitor the systems, query the data, communicate with police & key stakeholders, maintain the data and facilitate the flow of eventual resolution.
Collaboration: Works with nonprofits, businesses, residents, and partners like SLMPD, DOJ, ATF, DEA, and the Circuit Attorney's Office.
Purpose: Coordinates and supports programs addressing the root causes of crime, as well as fighting the crime.
