The Connected Dutchtown Initiative aims to enhance community safety through advanced technology and community programs. Led by the Dutchtown Community Improvement District (CID) and supported by the Neighborhood Innovation Center (NICstl), this initiative combines Place Connectivity and People Connectivity to build a safer Dutchtown.

The Connected Dutchtown Initiative is built on two main pillars: Place Connectivity and People Connectivity. These pillars work together to ensure an engaged and safer community.

Dutchtown Community
Improvement District (CID)
Our Neighborhood

The Dutchtown CID is dedicated to making our neighborhood a walkable, safe, friendly, and fun place to live, work, and play. Here’s an overview of the CID boundaries and the community it serves.
Boundaries:
South Grand Boulevard: From Chippewa Street to Bingham Avenue.
Meramec Street: From Grand to Compton Avenue.
Virginia Avenue: From Meramec Street to Bates Street.
Osceola Street: From Virginia Avenue to Compton Avenue.
Place Connectivity
Using Technology to Enhance Safety

Place Connectivity uses smart cameras and IoT devices to enhance community safety. This includes three main components:
Curated Camera Network (CCN):
Free Equipment: Each business or residence in the Dutchtown CID area receives two public-facing AI cameras.
Simple Setup: Our team assists with easy installation to connect your property to the network.
Collective Vigilance: Your camera feeds help gather evidence when needed without real-time monitoring.

Community Camera Partnership (CCP):
Private Camera Registry: Register your private cameras to help law enforcement locate potential evidence.
Privacy-Focused: Footage is shared only if requested by police.
Community Benefit: Your participation helps deter crime and resolve cases faster.

Automated License Plate Readers (ALPRs):

ALPR Technology: Monitors and records vehicle and license plate information.
Data Retrieval: Facilitates quick sharing of vehicle data with law enforcement.
Benefits: Helps solve crimes and supports community safety efforts.
People Connectivity
Engaging the Community for Safety

People Connectivity brings together various groups to enhance safety through engagement and collaboration. This includes:
Safer Dutchtown Network:

Engagement: Monthly meetups and an annual summit for community interaction.
Learning: Forums for safety education and idea sharing.
Innovation: Supports trying new solutions for safety issues.
Volunteer Safety Task Force + Incident Response Coordinator:
Main Team: Made up of volunteers and a part-time Incident Response Coordinator.
Role: Helps monitor the systems, query the data, communicate with police & key stakeholders, maintain the data and facilitate the flow of eventual resolution.
Open Innovation Partnership:
Collaboration: Works with nonprofits, businesses, residents, and partners like SLMPD, DOJ, ATF, DEA, and the Circuit Attorney's Office.
Purpose: Coordinates and supports programs addressing the root causes of crime, as well as fighting the crime.

How to Make Request for Footage
Dutchtown Community Crime Footage Search Request
Request to pull footage from the two camera pilot Programs within Dutchtown Main Streets, funding provided by Dutchtown Community Improvement District. Current coverage area is limited to portions of the commercial corridors on Meramec St and Virginia Ave within Dutchtown CID footprint.
